Program Officer - Syria Crisis Response, New York

The Program Officer plays a vital role within the regional team that supervises an expanding portfolio of humanitarian relief, post conflict and development programming currently in 5 countries: Iraq, Jordan, Lebanon, Turkey and Syria.
Candidates should be well organized and self-motivated with demonstrable writing, management, and creative problem solving skills. The successful candidate will liaise with country programs, NY support departments including the Emergency Preparedness and Response Unit, IRC UK (London), IRC Brussels, IRC Geneva, and our government relations office in Washington DC to resolve country office and/or regional issues. S/he will also play an active and full role in the wider regional team, and will undertake travel to field sites and to IRC meetings in the region and elsewhere.
The Program Officer should be capable of managing multiple and complex tasks; thrive under pressure; have strong people skills; and be capable of interfacing successfully with internal actors, donors and partners to resolve program issues. S/he should also feel comfortable in a representational role, speaking on humanitarian and recovery issues to policy makers, donors and other audiences. Additionally, the Program Officer may take on internal representative tasks for the Regional Director within New York HQ.
Based at Headquarters in New York, the Program Officer for the Syria Response works under the supervision of the Regional Director, in coordination with the Nairobi-based Deputy Regional Directors for Operations (DRDO) and Programs (DRDP), and manages the Program Manager and Program Assistant (both based in New York).
ESSENTIAL JOB FUNCTIONS:
Coordination and Supervision
  • Provide grant management support for all U.S., Stichting Vluchteling (Dutch Refugee Foundation), Dutch Government, United Nations and other new public-funded grants, including proposal submission, ensuring donor reporting requirements are met and dealing with donor related issues;
  • Maintain a strong relationship with the RD, DRDO and DRDP – reporting on a regular basis and copying them on relevant communications – through an established communications protocol;
  • Liaise with the Technical Units and other NY support departments on proposals, reports, and additional requests for information;
  • Work closely with NY and UK departments and units to provide ongoing support to country offices as requested and needed;
  • Provide coordination and information gathering support with key Syria Response US-based partners
  • As tasked by the RD, act as their representative in both internal and external initiatives and meetings;
  • Supervise the Program Manager and Assistant in carrying out necessary administrative functions as they relate to country program support and direct grants management tasks within the project management function of the regional team;
  • Coordinate with the Program Officers for other regions for information sharing and to establish a coherent program support and backstopping function between headquarters and the field.
Program Design & Strategy Support
  • Review and provide substantive feedback on proposals/reports;
  • Review budgets and supporting documentation for proposals and sub grants as needed in coordination with the Grants and Compliance Unit and Regional Controllers, assist in creating budgets when necessary;
  • Stay informed about programmatic issues and security & political developments in the regions;
  • Facilitate follow-up on programmatic issues to ensure accurate and timely financial and narrative reports to donors.
Donor Liaison
  • Coordinate with the Development Department on fundraising initiatives, proposals and opportunities in the region;
  • Liaise with US-based donors on ongoing/future Syria Response programs & strategies (with a particular focus on USAID and the Office for Foreign Disaster Assistance, OFDA, and the State Department Bureau for Population, Refugees and Migration, PRM);
  • Liaise with the IRC UK Regional Program Manager and Regional Grants Officer (based London) to ensure that the region has a full picture of emerging new business opportunities from donors such as DFID, SIDA, ECHO, EuropeAid and others.
Advocacy
  • Support advocacy efforts for the region as requested by the Washington DC office and Regional Director;
  • Participate as needed in advocacy and/or representational visits, events and meetings, either as the IRC representative or alongside the Regional Director or Country Directors.
Other Key Areas of Responsibility
  • Provide coverage for key program/support functions in the field as requested, to assist with short-term gaps and emergency support;
  • Participate in special projects as needed and other tasks as assigned.
REQUIREMENTS:
  • Bachelors degree and, ideally, a Masters degree in a related field or at least two years comparable related experience;
  • At least two to three years' work experience with a relief and development NGO;
  • International field experience highly desirable;
  • Program and/or grants management experience with key donors, such as State Department/PRM and USAID/OFDA;
  • Excellent written and oral communication skills;
  • Proven ability to effectively manage relationships (e.g. with internal actors, peers, donors and partners);

Health Coordinator, Peshawar

Job Summary:
The IRC Health Coordinator will provide leadership, strategic vision and technical support to all aspects of the health program in Pakistan. S/he will contribute to the identification of programmatic priorities, design and direction of the new program. In addition, s/he will ensure that the health program is implemented in accordance with international protocols, guidelines and best practices. In addition, s/he will be required to promote the quality of care provided through the IRC health services.
Job Responsibilities:
  • Program Implementation
  • Provide technical and management leadership to all health programs in Pakistan in accordance with best practice and IRC policy.
  • Support the development and maintenance of a coherent health strategy across all health interventions in Pakistan.
  • Identify unmet needs in the health sector in the selected area and identify potential means for the IRC to address those needs. Conduct needs assessments, as required.
  • Coordinate and develop plans, proposals, and budgets for new projects and extensions of projects in conjunction with the Senior Country Management Team.

  • Ensure that health interventions adhere to donor agreements and IRC's core policy documents and guidelines, including the Program Framework, IRC's Design, Management & Evaluation guide and log-frame, IRC's Health Unit policies and guidelines.
  • Ensure robust monitoring systems are in place and that reviews are undertaken periodically in conjunction with the team, partners and relevant local stakeholders.

The person will lead initially a small team based in Jalozai camp (Pakistan) and oversee implementation through partner(s).
The coordinator will oversee 1) case management; psychosocial support; legal support; and empowerment activities to GBV survivors and vulnerable women and girls; 2) GBV prevention activities, including engaging men and boys in IDP/ host communities; 3) training and capacity building to improve the quality of case management and psychosocial support to GBV survivors. The WPE Coordinator will also be responsible for business development for expanded WPE programming in Pakistan.

Team Assistant, Jakarta, Indonesia


Background / General description:
Climate change is a strategic and development challenge facing Indonesia. Indonesia is vulnerable to the impacts of climate change and emits significant levels of green house gases (GHGs). The largest share of current emissions comes from land use and land use changes (forest fires, illegal logging, peat-land & forest degradation and deforestation), but Indonesia's fossil fuel's emissions are growing rapidly, faster than GDP and energy consumption, and represent the larger concern for the long-term. The World Bank is assisting the GOI in addressing climate change by analyzing Low Carbon Development Options and developing new climate finance options, including CTF, FCPF, FIP and a DPL. The main objectives of this work are to help Indonesia to further lower the carbon intensity of its development path; to identify fiscal policy opportunities and incentives to promote mitigation and adaptation; and to identify innovative sources of financing to support Indonesia's development response to climate change.
Indonesia is also prone to natural disasters that place considerable strain on government and public resources. Building safer communities and investing in community preparedness and environmental rehabilitation, will reduce Indonesia's vulnerability to and the impact of future natural disasters, including those related to climate changes. The main challenge is to shift away from a reactive approach, and begin to incorporate disaster risk management in mainstream development programs. The World Bank is managing GFDRR funds to assist the government to enhance the regulatory framework under the new Law on Disaster Management, to devise a fiscally responsible risk-financing strategy to ensure resilience, to invest in disaster prevention and response for local governments, communities and the private sector.
Objective and Requirements
To support the World Bank and GOI agencies collaborating on this expanding Climate Change and Disaster Management agenda, the World Bank needs the services of a team assistant to handle operational processing and support the team in administrative matters. The Team Assistant is expected to carry out the full range of office support work, including managing processes and monitoring schedules related to their team's/unit's products and tasks, including managing publications and some liaison with the clients. The TA will report to the Environment Coordinator work under close supervision and guidance and will also work with the Disaster Coordinator and his team and consultants. This includes the newly approvedorganisational structure of the ASEAN Secretariat (ASEC) that is aligned to therequirements of the Charter and the three Blueprints of the ASEAN Political-SecurityCommunity (APSC), the ASEAN Economic Community (AEC), and the ASEAN Socio-CulturalCommunity (ASCC). The ASEAN Secretariat is therefore well positioned to provide thenecessary functions required to effectively support the community building process underthe Charter and the Blueprints.
Currently the ASEC is looking for a qualified candidate to fill the position of TechnicalAssistant, who will work under the Finance & Budget Division, Corporate AffairsDirectorate, ASEAN Community and Corporate Affairs Department. This Division isresponsible to manage ASEAN Secretariat's budget and financial matters, includingtreasury services, accounting and reporting, in accordance with sound financialmanagement practices, which are acceptable to the ASEAN Member States and theinternational communities, and meeting the auditing standards.
Duties and Responsibilities:
The duties will cover, but not limited to, the following:
1. Provide finance services and administrative supports to the Finance & BudgetDivision
  • Monitor and maintain bank books and balances on a daily basis;
  • Record any incoming in the banks and prepare acknowledgement letter;
  • Prepare paper works for the opening and closing of bank accounts;
  • Prepare monthly bank & petty cash reconciliations;
  • Provide inputs on the preparation of the ASEC's capital budget and the estimated annual depreciation of existing assets by category;
  • Create new asset records and perform assets analysis. Encode and post data entry in FA register;
  • Calculate the monthly depreciation, monitor accumulated depreciation and assets disposal through the Sun System;
  • Posting the approved annual budget and amendment (if any) to Sun System;
  • Respond to all budget queries from the division/department/directorate;
  • Perform other relevant duties as assigned by the Technical Officer or Senior Officer or Assistant Director and/or higher authorities.
2. Provide supports in the preparation of monthly and yearly financial statement
  • Prepare all relevant data for monthly and yearly closings;
  • Calculate the monthly depreciation, monitor accumulated depreciation and assets disposal through the Sun System;
  • Provide necessary adjustments and reconciliation to the respective accounts;
  • Prepare monthly list of fixed assets & inventory in coordination with the Admin Protocol Conference Services Division (APCSD);
  • Together with the APCSD to conduct of annual fixed assets physical check;
  • Provide document and analysis requested by the external and internal auditor.
3. Provide supports to the preparation of FBD meetings.
  • Provide support & information for ASEAN Audit Committee Meeting, ASEAN BudgetCommittee Meeting and Quarterly Budget Review Meeting.
Qualifications and Experience:
  • Bachelor degree in Accounting or related field or discipline with minimum three (3) years relevant working experience in technical role.
  • Experience in financial and accounting services.
  • Experience with financial software applications, familiarity with Sun Systems and Vision XL is an advantage.
  • Demonstrated technical skills and knowledge in the relevant area and ability to acquire them.
  • Demonstrated ability to plan and organise tasks and work flows, with proven ability for accuracy under pressure and adherence to deadlines.
  • Demonstrated ability to develop and maintain sound working relationships withstakeholders.
  • Demonstrated commitment to collaborative work practices.
  • Demonstrated sound oral and written communication skills and sound interpersonalskills, including experience in cross-cultural environment and international settings.
  • Proven skills in problem solving in a complex organisational environment and in workplanning.
  • Ability to multi-task, work long and irregular hours, perform tasks outside the usual jobscope, and willingness to travel frequently on short notice.
  • Good command of English, written and spoken.
  • Competency in computer skills with adequate knowledge of Microsoft Office andOutlook where relevant to the position.
Remuneration and Benefits
Successful candidate will be offered the post with a probation period of six months andmonthly salary commensurate with his/her personal qualifications starting from IDR3,500,000. There are other applicable benefits which include monthly transportationallowance, outpatient medical reimbursement, hospitalisation insurance, and an annualbonus of a month's basic salary. Upon completion of the probationary period, the candidatewill be confirmed on an initial up to three-year contract, inclusive of the six-monthprobationary period.

Jakarta, Indonesia – AusAID funded Poverty Reduction Support Facility (PRSF)
PRSF is a joint facility between AusAID and the Government of Indonesia to improve the quality of policy advice for poverty programs in Indonesia.
We are currently seeking a Policy Analyst to join the team in Jakarta.
As the Policy Analyst, you are responsible for the analysis and review of key policy documents, policy regulation and publications to produce high quality briefs, policy papers, and research notes on various social protection and poverty reduction
Selection criteria include the following:
  • Master's degree in Economics, Political Sciences, Social Studies, or other relevant discipline
  • 5 years of relevant work experience in policy research and analysis experience related to social protection and poverty reduction;
  • Solid experience in working with GoI agencies on social protection or poverty reduction issues;
  • Familiarity with policy dialogues and advisory functions involving government counterparts and other stake-holders;
  • Good understanding and experience of the global debate on social protection; and
  • Experience and knowledge of Indonesia's poverty reduction framework and policies is an asset
