The Finance and Administration (F&A) Manager is a full-time position, based in Addis Ababa, Ethiopia. This position is responsible for overall financial and administrative operations, as well as day-to-day oversight and support of the field programs. S/he works in close coordination with the Team Leader (TL) in the oversight of program functions, support, and guidelines. The F&A Manager will report directly to the TL. This position is dependent on availability of funding.
RESPONSIBILITIES
  • Oversee and manage financial and administrative implementation of the project;
  • Supervise and coordinate financial and administrative teams in order to ensure timely achievement of project goals and timely reporting;
  • Establish and maintain financial management systems and policies that are compliant with DFID and John Snow, Inc. (JSI) policies and procedures;
  • Develop approaches to optimize value for money and streamline financial management across all programmatic activity and systems;
  • Assist the Grants Manager to build financial and administrative capacity within the federal ministry of health (FMoH), with particular emphasis on grants management;
  • Assist TL in managing programmatic issues, including compliance and cost effectiveness;
  • Prepare budgets, monitor expenditures, and prepare financial reports for DFID and FMOH;
  • Establish and oversee effectiveness of administrative and operational systems, as well as ensure sound financial management;
  • Provide oversight for any procurement of required office and training equipment and supplies.
QUALIFICATIONS
  • Master's Degree in Business Administration, Finance, Commerce, or related field;
  • At least seven years of progressively responsible work experience in managing public health grants in Ethiopia, preferably with experience at an international NGO;
  • Demonstrated understanding and experience with DFID and/or other international government donors, acquisition and assistance instruments, policies, procedures, and requirements;
  • Skilled in organizing, tracking, and monitoring resources, and establishing priorities;
  • Ability to gather data, compile and synthesize information, and prepare reports;
  • Strong skills in word processing and Excel;
  • Fluency in English and Amharic is required.
