General Minimum Requirements
The general minimum requirements for working with the OSCE are:
- Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
- University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
- Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
- Demonstrable organizational, communication, analytical and interpersonal skills
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
- Advanced degree in a relevant field
Experience:
- Minimum 6 years of relevant professional experience
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Mandatory:
- Previous thematic experience in one or more of the following fields: economics, environmental issues, anti-corruption, property issues, public administration, regional planning, local government
- Previous working experience and thorough knowledge of Project Cycle Management
- Professional fluency in the English language, with analytical and research experience and excellent drafting and reporting skills
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
- Relevant, preferably programme-focused, experience in government structures, international organizations, NGOs, or public policy development
- Experience in negotiating and liaising with governmental authorities
- Flexibility and ability to work under pressure and within tight deadlines
- Ability to operate Windows applications, including word processing and e-mail.
Tasks and Responsibilities
Under the direct supervision of the Head of the Governance, Economic and Environmental Issues Department (GEEID), the Senior Governance Adviser performs the following duties:
- Monitors, analyses and advises on governance issues in Albania, and develops activities to improve the situation;
- Supports the Head of Department in co-ordinating and managing GEEID staff;
- Ensures the quality of the Department's written output;
- Drafts project proposals and monitors the implementation of the related projects, working closely with implementing partners and beneficiaries;
- Liaises and cooperates with the other departments of the presence in the design and the implementation of new cross-cutting activities/projects;
- Maintains close working relations with all national and international partners at the appropriate level;
- Performs other duties as assigned.
