Background:
Policy Making Organs have tasked the Provisional Technical Secretariat (PTS) to conduct another Integrated Field Exercise (IFE) in 2014. Based on the experience of the first IFE held in 2008 and recent advice provided by the members of the Expert Advisory Mechanism, the PTS has established an IFE Project Management Team under the direction of the Chief of the On-Site Inspection Division (OSI) Policy Planning and Operations Section. Following the selection of the Hashemite Kingdom of Jordan as IFE14 Host Country by the Preparatory Commission in June 2012, in-depth preparatory activities have now begun.The conduct of an OSI relies on a Communications system to allow inspectors in the field to contact each other, the Base of Operations, the Inspection Team Leader (ITL), and - if needed - the Technical Secretariat in accordance with the CTBT and its Protocol. A Standard Operating Procedure (SOP) for Communications has been written and was be tested during the BUE III and subsequent field tests leading to the Integrated Field Test in Jordan in 2014. A viable and working communications system is critical to the exercise for both the Inspection Team (IT) and the Control and Inspected State Party (ISP) teams.
Duties:
- Under the supervision of the Policy Planning and Operations Chief, works closely with the FIMS and COMS officer on the following:
- Review the Standard Operating Procedure (SOP) for OSI Communications based on the COMS CONOPS to understand the following aspects:
- Tasks of the OSI COMS Officer upon the receipt of the request;
- Tasks of the OSI COMS Officer at the POE;
- Tasks of the OSI COMS Officer in the field during an OSI (main focus);
- Sequence of tasks to establish operational readiness with respect to OSI Communications;
- Tasks related to maintaining OSI communications with the teams in the field and back to the HQ;
- Tasks related to conducting field maintenance of OSI Communications equipment;
- Tasks of the OSI COMS Officer upon return from the inspection back to the HQ;
- Prepare equipment for deployment in Jordan as part of the Expert Meeting on Communications 2013 (EGMC-13), including frequency programming;
- Support the deployment of the equipment for EGMC-13;
- Prepare the equipment for maintenance following the deployment in EGMC-13.
Qualifications:
- Good command of the English Language;
- First-hand experience in the area of OSI Communications;
- At least 15 years relevant working experience as a communications expert (preference for a military background);
- Concluded Communications Platoon Commander or equivalent training;
- Practical international mission experience in the field utilizing and setting up communications an asset.
Competencies:
Conscientious and efficient in meeting commitments, observing deadlines and achieving results and be able to work independently with minimum supervision. Very good skills in communicating with people from different backgrounds and demonstrated ability to work in a multicultural environment.
